Sounds like you have postural issues at minimum here. What you describe are hallmarks of rounded shoulders and forward head posture. Recommend seeing a PT for a comprehensive postural evaluation. Try to find one that is also a corrective exercise specialist (CES) which is an add'l certification PTs can earn.
If you have one postural issue, you likely have others. Other things like Chiro and TMJ treatments might help depending on your specific case but consult your docs about this and consider the cost of treatments as well before starting anything.
