It's your perception of it and there's also a scale you can look up. If you can hear it over the TV and everything else then it's moderate. If it's barely noticeable watching TV and talking it's mild. Mine bounces between both.
My SSHL from ear infection in my right ear started at 12.5 k Hz and goes up to about 16k Hz. This was confirmed on my extended audiogram, it's very different from what I can hear in left ear. This is the sound that first came on because it's in the hearing loss range, then other lower tones came on 1-3 months after.
