There's no real way to tell without an actual test. I believe NIOSH provides software that is to be used with noise isolating headphones to test your ear plugs.
The EPA also has a little online test that you can use to test whether your earplugs provide a minimum of 15dBa protection.
Other than that, each country has their own derating formulas.
