yes, absolutely everything is decriminalized there. Whether it would work on USA-scale is quite a question.

To your other question, I was severely dependent on (prescribed) benzodiazepines for ~a decade, and managed to finish college and start a successful career in that time span. I have also known at least two people who managed to work successfully in white collar jobs while maintaining a heroin addiction.

 

Private, for profit prisons don't want legalization. They pour millions of dollars into lobbying politicians to keep their beds full.
My body is getting too old to mess around with illegal drugs but I am also wary of legal drugs. It seems like many prescription drugs are also hazardous.
