Moving Tinnitus — A Good or Bad Sign?

Is it good or bad when your tinnitus moves from your ears to your head? The pitch goes up and down. Changes from a whistle, to a buzz, and static.

Also the loudness varies. For example, this afternoon it became very quiet to where I almost thought it went away. Then it came back. I've had tinnitus for exactly 2 1/2 weeks.
