Tinnitus and Listening to White Noise — How Does It Make One Feel Comfortable?

Can someone please explain how white noise helps one feel more comfortable.

I've tried listening to it and all it does is mimic what I hear 24/7. Only difference is that it's not coming from my head, it's coming from my ears and certainly not masking, just doubling down on the hissing.

Am I alone in this feeling? Almost seems like a bad joke. I'd love to be proven wrong.

Some people find it mentally relieving to replace the inner noise with external noise
 
I think there is a place for sound therapy as a distractive, relief treatment, provided the sound can be tailored in tone and volume to offset a sufferer's specific tinnitus sound. It would seem on the surface easy enough to provide a customized sound loop set in a discreet device at a reasonable price, but no......
