For me I believe its permanent because mine was caused by acoustic trauma, so permanent hearing damage.

Part of it is certainly the amount of damage. But another part is just the way your individual brain adapts to the damage (even temporary damage). In animal studies, not all animals get tinnitus even though they show similar signs of damage to the tinnitus animals.
