You can usually find out this info from consumer reports online (subscription); unfortunately, the quietest cars are usually the more expensive luxury cars. Last year, I rented a Toyota Camera to make a run to Seattle and that car was pretty quiet even going 75mph. Even if your car is not one quietest cars, there are other things you can do.

The luxury brands with heavy suspensions are the quietest. You'd be looking at an older car or high mileage in that price range. Also, repair costs are high for luxury cars. And the mpg's stink.
But there's a vast, noticeable difference in loudness when you jump down to the lighter-weight cars and SUVs, notably in road noise and when hitting bumps.
Each weight category has its own noise level.
You'll get the picture really quickly if you test drive a few heavy luxury cars (in which you can whisper) and then hop into some lighter-weight cars (which will loosen your teeth).
Car salespeople often don't have the same perception of quiet as you, so you can save lots of time by asking the salesperson to show you cars by weight category.

Man don't let T control your fun! T made me upgrade my car to a Nissan 350z! I just wear ear plugs if I go on longer journeys as it can be quite noisy but ear plugs don't got be me at all 
They are. You can get a used Chevy Volt in that price range. It has added sound insulation. It's a very quiet car for its size. Switches to gas when batteries are depleted for 320 mile range.
