You are, but that almost wasn't really a math thing. It was a trick question and you caught it.
That leaves no valid value for fries, as burger is 5. x(x) + x(x) will never equal 4.
Edit: Whoops: unless x (i.e. fries) is the (irrational, non-integer) radical 2, in which case the solution to the problem would be 19.1. Good one bro

the answer 15 is incorrect
here is why:
so the THIRD row is: burger + (fries * fries) + (fries * fries) = 9
if you put 1 for the fries the row is: 5 + (1 * 1) + (1 * 1) = 9
======================= 5 + 1 + 1 = 7 (and not 9, but it should be 9, so the fries is not 1)
